The Center may, through an executive order, add the necessary provisions to persuade agitating organizations who are demanding the abolition of the new three agricultural laws. This can address the concerns of farmers, about which they are agitating. Apart from this, the rules of related laws are likely to be changed to meet other demands. Although farmer organizations will be ready for this, it is unlikely.
A senior Agriculture Ministry official said that in Thursday’s meeting, objections have been considered by the farmer organizations regarding the new three agricultural laws. Under this, the principal demand of farmers may propose to issue an executive order to keep the minimum support price (MSP) unchanged. By doing this, the farmers’ worries will be removed and the way for agricultural produce to be sold on the MSP will be cleared in the mandis and open market.
In case of dispute between the farmer and the company in contract farming, the farmers will have the option to go to the court in addition to the SDM-DM court. The rules of this law can be changed. It will be mandatory to register the company in addition to the PAN card to remove the purchase limit in the required food regulations. Apart from this, it can appeal to tax in open market or the state government to abolish tax in government mandis. Government can take initiative in this direction.
Apart from this, there is a possibility of accepting demands like amended Electricity Bill, penalty on stubble, withdrawal of cases registered on farmers. The official said that through amendments in the three agricultural laws, efforts will be made to end the agitation with the farmers by fulfilling the demands of the farmers. Farmers’ organizations have already said that the three agricultural laws should be canceled by calling a special session of Parliament first.
